Shannon (シャノン Shanon) is an FBI agent and the former partner of Kilner.

Appearance

Shannon is an African-American man with a skinny build, short black hair, and a circle beard. He wears a dark-colored zipper jacket over a white T-shirt, light-colored jeans, and black shoes.

Eda Initial Stage history

IRISHMAN in N.Y.

In the early 1990s, Shannon and his FBI partner Kilner had been investigating Irish nationalist American gun runners known as the Fenians, who were trafficking arms to the Advanced Irish Republican Army. The case was a joint investigation with the NYPD and the ATF which occurred over a period of two years. A short period after the destruction of the Advanced IRA in the United Kingdom, the CIA joined the investigation since they and the London police successfully set up a trap for the Fenians in the form of an arms deal when Eda posed as a spokesperson for the Advanced IRA. Accordingly, Shannon, Kilner and several NYPD and ATF officers set up a meeting in New York City to brief Eda on the details of the operation to take down the arms dealers.

During the meeting, the FBI agent did not speak and listened to Kilner introduce himself and the other men to the CIA agent. In essence, the plan was to pinpoint the license plate of the criminals' cars and have the police carry out surveillance rather than outright ambushing or apprehending the suspects. After the meeting, Shannon and Kilner went to restaurant where the men ordered burgers. They sat in a booth a couple of seats away from a booth where Eda and Dent were having a conversation about who would be in control of the negotiations from then on. Once Dent left, Shannon continued eating his burger as Kilner, who overheard the discussion, told her about the rumor concerning an insider being among the investigators, complimenting her for her hard work.

However, unknown to Shannon was that his own partner Kilner was the insider who would tip off the Fenians about the workings of the joint investigation, allowing the arms traffickers to continuously evade law enforcement. Before the tracking operation was to commence, every officer involved in the investigation reconvened at the NYPD headquarters to organize their departure. Subsequently, with Eda leading the group of cars, Shannon drove in a separate car with Lawson whereas Kilner drove in another car with Latimer. On the way to the site where the arms deal was to occur, the Fenians and Kilner cut off the police from following Eda, who was captured by the arms traffickers. Later regrouping at One Police Plaza, the FBI agents and NYPD officers listened to Dent inform them that one of Eda's transmitters was still active, allowing them to know her real-time location. Once the transmitter indicated a stop of movement, Shannon and the officers headed out to rescue Eda. Shannon was not seen after this and not during the rescue operation either, but in the end the Fenians were taken down and Kilner was apprehended, ending the investigation.
