The New York City Police Department (NYPD) is the police force of New York City, New York. Their headquarters are located at One Police Plaza in the Manhattan borough of NYC.

Recalling an anecdote from her childhood during a grim conversation with Rock, Revy told him about how she used to have faith in God until one day police officers of the NYPD beat her up within an inch of her life for a crime she did not even commit. As a result, Revy coped by seeking whatever she believed would give her power, be it physical or social. In her opinion, she asserted that money and guns, not God, were the only power that would help her out in life.

When Revy met with Agent Blend of the CIA to give him confidential documents as part of a job, the agent joked that the warden at Buffalo Hill and the NYPD's 27th Precinct to be surprised to learn of her if they found out about her concurrent activities, shocking her. However, Blend assured her that he had no intention of capturing fugitives like herself since he was only paid to destroy the enemies of the United States of America, adding that he could always use her help in the future.

While attempting to relax during a mission in the Golden Triangle, Revy painfully remembered how she was never protected in her childhood, with one memory entailing how she was arrested, beaten up and raped by a corrupt police officer as a teenager. She had angrily remembered this incident shortly after a brief argument with Fabiola Iglesias when the latter discussed family love, a concept which contrasted with the physical abuse that Revy's father committed against her.

When U.S. law enforcement agencies attempted to bring down the arms trafficking group known as the Fenians, a joint task force was set up between the NYPD, FBI and ATF. The investigation had been ongoing for around two years when the CIA suddenly joined the investigation after Eda and her British colleagues had defeated the Advanced IRA, an Irish nationalist extremist group which had been procuring arms from the Fenians. This was because Eda managed to set up an arms deal with the Fenians which would allow them to apprehend the arms traffickers in a trap. Around the same time, the NYPD officer Latimer was on duty with fellow officer Bartz in a mission to arrest some criminals, but Bartz was shot and hospitalized. As a result, Latimer was berated by his colleagues for supposedly not providing proper cover and being too cowardly to do so, and his superior assigned him to take over Bartz's role in the joint task force.

At the meeting in New York City, she met with Kilner and Shannon of the FBI, Hanes and Dent of the ATF (the latter man having been a former NYPD officer), and the NYPD officers Cripps, Gunther, Haddock, and Lawson, with Latimer also being present in place of the hospitalized Bartz. Commencing the explanation of their mission, Kilner relayed to the police that they would set up a net around the deal area, an open factory lot. He added that the police were limited in manpower and therefore could not have more officers focused on the case. Afterward, the police officers headed to a restaurant to discuss the matter, with Haddock in particular being infuriated that the FBI, ATF and CIA allegedly only cared about being the lead of the investigation and taking credit for the police's work. Latimer informed his new colleagues that he was filling in for Bartz, omitting the story concerning the circumstances of the officer's injuries. Later, everyone returned to the NYPD headquarters to prepare for their departure to the deal site. Before they all left, Dent spoke to Eda about there being a potential insider among their investigation. Subsequently, Eda led the way as the other officers followed her in civilian vehicles.

On the way, Kilner drove with Latimer and told the rookie officer that they would arrive to the site at a later time. Learning about his botched mission, the FBI agent assured him that he could regain his standing with his colleagues by completing their concurrent operation. Suddenly, a semi-truck cut off the rest of the officers from Eda in an intersection, blocking their path. When the passenger in the truck immediately exited and ran away, Kilner ordered Latimer to pursue him while he would help Eda. However, as the police were cut off and Latimer chased the fleeing suspect, Kilner arrived to the factory ahead of the others as the Fenians ambushed Eda there. As she was pinned under gunfire, the FBI agent used a stun gun on her and knocked her unconscious. Nearby, Latimer came across the scene and realized that Kilner was the insider working with the Fenians, hiding his presence from the agent.

In a short period, the police and FBI agents reconvened. Kilner falsely answered to Dent that they were attacked, most likely by the arms traffickers. Latimer arrived at the scene and became nervous upon seeing Kilner, who noticed him in the corner of his vision. Turning around slowly, Latimer walked away and averted his face from the traitorous FBI agent. In a bathroom, the rookie officer expressed frustration and lamented that his backup job had greatly escalated. He wondered how and to whom he could report the incident, but he reminded himself that talking to the FBI would be useless given Kilner's affiliation. At that point, Dent suddenly entered the bathroom and casually greeted him, scaring him. As Dent noticed his abnormal demeanor and asked what was wrong, Kilner himself entered the restroom, causing the nervous Latimer to deny he was feeling uneasy. Thinking the rookie officer was weird, Dent finished up and told him and the FBI agent not to be late since the briefing was about to start.

At One Police Plaza, Dent recalled to the officers that Eda was abducted en route to the negotiation site. Hearing him guess that their info was most likely leaked, Haddock was in disbelief that there was a mole among them. Advising the cop to put his anger aside for the time being, Dent emphasized that their top priority was to rescue Eda despite her transmitters being destroyed. However, he disclosed that one transmitter remained, intriguing Cripps but discreetly surprising Kilner, who told the Fenians how to spot and disable Eda's several transmitters. The ATF agent elaborated that they secretly installed another transmitter on her separate from the ones she was aware of, and the transmitter seemed to be intact.

Finishing the briefing, Dent pointed out that the hideout would be where the transmitter had stopped moving, telling everyone to get their gear ready in preparation for the location being pinpointed. Accordingly, Lawson, Gunther, Shannon and the other officers headed out. Kilner talked to Latimer as he exited the meeting room and asked if he was sure in his statement that he had "nothing to report" about him, to which the latter nervously agreed. The FBI agent accepted his answer and walked with him, divulging that he received help from his station chief on a case before, assuring Latimer that he could put a good word in for him. At the same time, a dispatcher relayed to the officers that Eda's tracker had stopped moving, prompting Dent and Hanes to depart as they declared they would rescue the CIA agent.

While the other NYPD officers followed suit, Latimer reluctantly rode with Kilner, believing he could not back out after Kilner had admitted his criminal ties to him. The FBI agent advised him to help him with an unspecified task in order to gain his trust, so the rookie officer agreed. Also unknown to the other NYPD officers was that the three Fenians and their few underlings were themselves NYPD officers who had become involved in arms trafficking since their salaries were not enough to pay their bills. During the new operation, the FBI raided the hideout and detained several NYPD officers who were merely paid off by the Fenians. Although the three Irish nationalists had coached the officers in remaining quiet should they be detained, the officers did confess their involvement. At the scene, Dent spoke with the detainees and angrily demanded to know who else was involved due to his analysis that they could not pull off such a large arms trafficking operation with their few numbers. Not moved by their motive of high financial bills, Dent asked the FBI agents if they discovered anything about Eda's whereabouts but was disappointed that nothing was obtained.

Using the hole he deliberately allowed in the police's encirclement, Kilner met up with the Fenians and asked why they had not yet murdered Eda, to which Farrington reasoned that removing any trace of her body could not be done quickly. The Fenian leader angrily wondered who Latimer was, but Kilner assured him he was making him cooperate. As Eda glared at the awkward Latimer, the FBI agent demanded to know what would happen to their men, but Farrington told him to relax since only the three of them knew about his involvement, unaware that the other corrupt officers were being questioned. Kilner ordered them to follow him to his assigned area, where they planned to execute Eda. Turning to Latimer, he ordered him to shoot Eda, shocking him. Kilner explained that the story they would give later was that they cornered Farrington as he tried to escape with Eda but were met with gunfire, so they had no choice but to return fire and accidentally hit Eda. With Latimer remaining silent and undecided, Kilner threatened that he could not defy him and wriggle out of the deal.

Interrupting the tension, Eda warned Latimer that the FBI agent was attempting to pin the crime on him, angering Kilner. She continues that he likely brought everyone together so that he could kill everyone, surprising the Fenians. Irate, Farrington urged him to dispel Eda's accusations. However, when he laid his hand on Kilner's shoulder, the FBI agent turned around and immediately shot and killed all three Fenians but left Latimer unharmed. Taking advantage of the chaos, Eda stood up and kicked the gun from Kilner's hand, also managing to kick the FBI agent in the face. In the ensuing struggle, Latimer pointed his gun at Eda but hesitated to shoot her. The CIA agent loosened her handcuffs while Kilner crawled toward his pistol. Before he could make a move, Eda threw her handcuffs at Kilner's face and charged him. Kilner shoved it away and before he could shoot her, Latimer fired one shot, hitting him in his right arm. With Latimer being in shock after firing the shot, Kilner immediately fired back and hit him in his right shoulder, knocking the officer onto his back. At the same time, Eda slammed the pistol from his hand, and in turn he pushed her head away with his arm, using the time to run away rather than fight further.

Eda immediately gave first aid to the rookie officer as Dent soon arrived on the scene. Furiously learning that Kilner had been deceiving them for two whole years, the ATF agent also called for an ambulance, which soon arrived; the EMTs placed Latimer on a gurney. Before he was put into the vehicle, the officer apologized and admitted that he discovered Kilner was the mole but was too afraid to report it given his position of authority. Brushing it off because they could not change what had happened, Dent merely advised him to do better next time. Smiling right after Eda sincerely thanked him, the rookie officer was taken away for medical treatment while Eda and Dent continued the pursuit. That day, Kilner and an accomplice whose true affiliation was unknown were arrested by law enforcement at an airport, concluding the NYPD's investigation.
