Rocca (ロカ Roka) is a commander in Los Soldados and a subordinate of Gris el Tigres.

Rocca is a tall Hispanic man with a broad and muscular build, tan skin, short black hair, and a short goatee. He wears an indigo blue luchador mask with red flame designs and a yellow cross design across the nose and forehead. Additionally, he wears a purplish-gray suit with a light-blue dress shirt, a red necktie, and brown leather shoes. When in combat, he wears a military vest instead of his suit jacket.

Like other members of Los Soldados, Rocca is an ex-soldier of the Mexican military. He looks up to Gris el Tigres and serves as an enforcer under him. When Gris decided to personally come to Roanapur, Thailand to find and kill Vasily Krivchenko of Hotel Moscow, Rocca and his associates accompanied him and was implied to have traveled by plane. The morning after Gris warned Balalaika at the Council meeting that he would not stop fighting her mafia until he killed Krivchenko, Rocca and his fellow ex-soldiers were relaxing in their hideout. Seeing his boss awake, he greeted him and asked how he liked his bedroom and if he got some sleep. Addressing Rocca and his subordinates, Gris informed them that Balalaika rejected his request to hand over Krivchenko. Hearing that they would escalate their war against Hotel Moscow, the gangsters cheered and prepared to commence their operations. Subsequently, Rocca led his men in an attack on the Hotel Moscow-owned LA Jewelry, a go-go bar on Rachada Street, using a bomb that wiped out several Russian gangsters.

A couple of nights later after other businesses were attacked by Los Soldados, he then carried out an attack on Alejandro & Gadaros Entertainment Agency, a front business for the Nuevo Laredo Cartel, who was allied with Gris's forces. Once his men shot and dispatched a large number of the gangsters in the building, Rocca ordered his men to make sure there were no survivors left in order to send a message to their rivals. With the attack resulting in the capture of Fernando Lobos, Gris had Lobos beheaded and his head sent to Balalaika's office. Afterward, among the three Russian businesses left untouched by Los Soldados, Gris had Rocca carry out an attack on Chornui Mall in order to steal some of the Russians' funds. On the night of the attack on the casino, the Russians retreated and purposely let the Mexican gangsters flee the scene. With the security retreating, one soldier asked Rocca if they would pursue, but he ordered everyone to focus on their objective to find the casino vault and cut off the Russians' funds.

In the vault, the Mexican gangsters came across a calm Rock, who claimed to have a proposal for them concerning the mineral mines in their land in Mexico. Rocca replied that he was only interested in having him frisked and asserted that the decision to kill or abduct him depended on what he possessed. One soldier handed over Rock's documents to Rocca, who was amused and decided to take him into custody, ordering his men to blindfold the pirate. Taking Rock with them, the Mexican gangsters fled the scene and were immediately pursued by the Roanapur City Police.
