Shigeru Itō, mainly known as Itō (伊藤), was an enforcer of the Washimine Group.

Itō was a young Japanese adult man with short black hair styled into a punch perm, a skinny build, pale skin, a patchy mustache, and a pencil-thin jawline beard. He wore a greenish-gray suit and pants, a reddish-gray dress shirt underneath, and a golden-beaded necklace.

At the first meeting between Tsugio Bandō and Balalaika, Itō sat next to Bandō as the latter discussed the Washimine Group's request for an alliance with Hotel Moscow against the Kōsa Council. As he glared at the menacing Balalaika, he was taken off guard by her ordering a real-time bombing of a Kōsa Council club next to the building, shocking him. Although Itō shared Yoshida's anger at the brazen action, Bandō in contrast appreciated her gesture and welcomed the new alliance. During the second meeting between Bandō and Balalaika, Itō again remained silent until the sour meeting was interrupted by Chaka loudly answering his cellphone. In response, he and Yoshida angrily asked Chaka if he realized what was going on, so Chaka apologized and turned off his phone.

Later after Bandō attempted to kill Balalaika but instead was killed by her, she turned her forces against the Washimine Group and ordered the Vysotniki to attack all Washimine Group bases and kill all leading enforcers, including Itō. As Kudō and Takeshi Ogami were assassinated in real time, Itō received a phone call at his base about Ogami's murder, surprising him. Hanging up the phone, he informed his men about the situation and advised them to gather extra men from other bases when they were immediately attacked by Lazar, a Vysotnik who disguised himself as a deliveryman. Shooting everyone in the room, the Russian man then tossed a few grenades inside the room, killing Itō and his fellow gangsters.
