Kudō (工藤) was a Washimine Group enforcer.

Kudō was a young Japanese man with a skinny build, pale skin, and short black hair styled into a punch perm. He had a pencil-thin mustache and wore a white suit jacket, a grayish-purple dress shirt, gray pants, and white shoes.

Kudō was seen at the second meeting between Tsugio Bandō and Balalaika sitting to Bandō's right. During the meeting, he, like everyone else, was irritated by Chaka answering his cellphone, glaring at him for his interruption. After Chaka was ordered to be silent and remain in the back of the room, Kudō kept silent too while Bandō requested that his yakuza were given more time to consider Balalaika's suggestion that they abduct the Kōsa Council's head. After the meeting ended, Kudō exited the room and watched Yoshida restrain and berate Chaka for brutally beating up Rock. Sometime later during Hotel Moscow's retaliatory campaign against the Washimine Group and their enforcers, Kudō was walking back to his car when he noticed that the left tires were slashed. Running to the car, he was angry and remarked that there better not have been scratches on the car. As he bent down to examine the front left wheel, a Vysotnik hiding underneath the vehicle shoved a pistol into Kudō's face and shot him and his associate a second later, killing them instantly.
