The Roanapur Harbor (停泊場 Roanapura teihaku-ba) is a harbor in Roanapur which is owned by a private yacht club. Mister Chang of the Hong Kong Triad uses the place as one of several locations for speaking with people discreetly.

The land border of the harbor is surrounded by a chainlink fence with a single wooden gate. The top of the gate has an arch with English-language signs saying "Roanapur Harbor" and "Bluesky Yacht Club," as well as a display life ring hanging above the gate. The area's most notable feature is a long pier with a single, tall red-and-white pole at the end, though there is a smaller set of docks with anchored yachts within the harbor perimeter.

In November 1993, because Hotel Moscow had arrived as newcomers in Roanapur and taken territory, Mister Chang of the Triad fought Balalaika at the harbor in an intense battle. In the ensuing gunfight between the Vysotniki and Triad gangsters, both mafia leaders wounded each other with bullets and Hotel Moscow even had a Mi-24 gunship at the scene. To break up the fight, Dutch arrived using the Black Lagoon and saved Balalaika, then subsequently brokering a peace deal between the opposing crime lords which defused their rivalry.

During Roberta's second visit to Roanapur, after speaking with a voice-disguised Eda, Chang met went to the harbor and met up with Balalaika. She wanted to know why he was telling her details about Grey Fox, Roberta's target and reason for visiting Thailand. He told her that the maid would attack at dawn, elaborating that getting Roberta out of the city as well as the Americans would prevent the possibility of Roanapur's destruction. The Russian ex-soldier then coldly asserted to Chang that she would continue her mission to fight the U.S. soldiers. Surprised, Chang asked her if she really wanted to die as a soldier, and Balalaika responded that a gangster like him would never understand, adding that ex-Soviet soldiers like herself who were cast aside by the USSR and betrayed by the Russian Federation only had memories of battle to cling to.

Chang merely replied that her mindset was pointless, as valuing one thing adamantly meant not putting value on anything else. Annoyed, Balalaika decided to walk away, but Chang stopped her, adding that if he had to have value for one thing, it would be his own life after surviving their firefight back in November 1993 and living another day. With Roberta's imminent attack in mind, Chang asked Balalaika if she valued her life, and as she left the harbor, she told him that she did not have much time to think about her plan carefully.

Later on in the manga only, Rock went to the harbor at Chang's invitation. The Triad leader tossed him a duffel bag full of bonus money for helping him bring the killer maid out of Roanapur. The ex-salaryman then said that he did not do it for the money, to which Chang replied that the whole situation seemed to really take a toll on his strength. Contemplating the aftermath and what Fabiola told him, Rock asked if he was a villain to Chang, but the Triad boss only answered that he got his wish of Garcia saving Roberta, remarking that the boy might not be truly happy since he would walk a difficult path after the destruction. Wanting to conclude the matter for good, Chang offered to buy him a drink.

A day after the Council meeting deciding her fate, Le Majeur went to the Roanapur Harbor and was listening to some music when Rock and Revy greeted her. She asked Rock if he was Japanese since he recognized the theme song that she listened to, adding that she herself was a Japanese woman who moved to France earlier in life. Rock confirmed, and as Majeur was about to say her real name, he assured her that she did not have to admit her real name. Smiling, the two Japanophones conversed in Japanese, annoying Revy since she could not understand the language.

After Stanislav Kandinsky and Tatiana Yakovleva's other mercenaries failed to assassinate Mister Chang, the latter learned that a Hotel Moscow-owned ship was used for the enemy's escape. Also discovering the failed plot to frame Hotel Moscow, Balalaika confronted Stan and gave him an ultimatum: meet her at the docks at 6 p.m. the next evening and he would be escorted out of Roanapur, or else she would personally kill him. When the time arrived, Stan was a no-show and Balalaika stood alone on the docks to meet with Chang. Arriving, he joked about her being stood up and recollected how he sent people to deal with those who attacked his tanker, adding that the assassins' getaway vehicle had weapons from Hotel Moscow.

Pointing out that the would-be assassins' plans were full of holes and somehow had clues of Hotel Moscow at every step, Balalaika brushed off the accusation since her group was not foolish, and Chang agreed that Balalaika would not try something so short-sighted and that the situation was likely a trap to frame her. When Chang guessed that the attackers would try to kill Balalaika after their failure, she nonchalantly agreed, slight surprising him. She then confirmed that the sniper who tried to kill Chang was a former paratrooper in her military unit. Recognizing that Hotel Moscow was going through an internal power struggle, Chang recommended that she let the Triad take care of Stan instead. Laughing at his offer, Balalaika rejected his offer since she wanted to end her own comrade's life and be the only one who could give him peace. As the twilight faded, he permitted her decision and greeted her goodbye with a handwave.
