The Fontainebleau (フォンテーヌブロー Fontēnuburō) is a French restaurant in Washington, D.C. that is used as a meeting place for American politicians as well as CIA employees. It is located inside the Hay–Adams Hotel.

In the early 1990s, the CIA agent Eda met with U.S. Senator Jack Bonham and several other men at the restaurant to discuss how to respond to countries within the EAEC that opposed NAFTA. At the same time, Don Girolamo, the head of the Girolamo Famiglia, had business with Bonham. Because he was doing a job for Girolamo in D.C., Russell went to the Fontainebleau around the time the meeting was ending and inside he spotted Eda wearing her navy-blue business dress. Sometime later in 1996, when Russell traveled to Roanapur to hunt down Jane on behalf of Elvis, he chased Jane onto the Black Lagoon. Instead of capturing the wanted woman, the cowboy clashed with Eda, who was defending Jane and managed to disarm him. As he put his hands up, Russell realized that he recognized Eda from that day at the Fontainebleau, though he did not recognize her at first due to her nun uniform and sunglasses. When she told him about her meeting at the "French restaurant" and her alleged hometown of Langley, Virginia, the shocked cowboy realized she was with the CIA, causing her to immediately shoot him dead to prevent her cover being blown.

In the anime, Grey Fox successfully captured and brought Shue Yan to the United States, much to the CIA's disappointment. Subsequently, the Director of Central Intelligence held a private luncheon with the NSA's assistant to the U.S. president at a "French restaurant," most likely Fontainebleau. According to Richard Ravencroft, the director managed to have jurisdiction and custody over Shue Yan switched from the National Security Agency to the Central Intelligence Agency right in front of the president, causing the NSA assistant to explode in a tirade of curse words.

Jack Bonham, a U.S. senator, summoned a meeting with CIA agents at the Fontainebleau to request their help in maintaining a particular part of U.S. foreign policy interests. When Eda, Jaden and two other agents arrived, they were guided by a hotel employee to the meeting room. There, Bonham commenced the meeting by positing that there was a serious threat to the U.S.'s interests in Southeast Asia, asking the CIA agents if they knew about the East Asia Economic Caucus (EAEC). He explained that the leader of the EAEC took advantage of anti-American sentiment that spread in his country, emphasizing that the U.S. could not allow the EAEC's economic zone to expand any further and needed to do something about it. When the eldest CIA colleague was hesitant, Bonham rhetorically asked him if the CIA's only task was to line its pockets in South America. Trying to write it off, the CIA agent said that the Iran–Contra affair was a story of the past, to which Bonham retorted that the CIA needed to prove it by showing him what they were made of.

The senator clarified that their target was the anti-American Prime Minister of Malaysia, Mahathir bin Mohamad. Nervous, the eldest CIA agent whispered to Jaden that he could not talk anymore. Volunteering to take over speaking, Jaden told Bonham he read through all of the reports on Southeast Asia, adding that he had a proposal. Specifically, he reasoned that they could soften Mahathir's anti-American stance by reaching out to Japan because Malaysia had a strong relationship with them through the latter country's Look East Policy. Jaden mentioned that the CIA could engage in a two-pronged strategy to shake up Mahathir's domestic base by boosting the Semangat 46 Party, his political rival. At the same time, he suggested strengthening intelligence gathering on Southeast Asian scandals, which had dwindled on the ground since the Vietnam War. Impressed, Bonham liked the idea, though Jaden's colleague reminded him that the scope of intelligence gathering in Southeast Asia was too vague.

Assuring him that they had candidates for possible locations, Jaden professed that the CIA had a promising candidate for an intelligence gathering base. Recalling that the city was the capital of vice and violence in Southeast Asia, Jaden informed them that the town was called Roanapur. Hearing the name and recognizing it, Eda was surprised at the proposition. After the meeting, pleased with the productive discussion, Bonham remarked to one of the older officers that he was jealous he had two young and reliable agents under him. Just then, Russell arrived at the hotel because he recalled Bonham's secretary mentioning the meeting being held at a "French restaurant." He came there to see Bonham since he was commissioned by Don Girolamo to steal back a blackmail tape for Bonham, the subject of the tape. Entering the hotel and walking near the Fontainebleau, Russell hid behind a corner upon spotting the CIA agents and the senator. Among the agents, Eda and her blue dress caught Russell's eye, intriguing him.

However, as the agents left, Bonham spotted him and angrily tensed up. Perplexed and furious that the cowboy came to him in person in a public area, Bonham reminded him about the arrangement for contact. Russell lied that his liaison suggested delivering the item sooner. Angered, Bonham said that the luxury hotel was not a place for people like him. The cowboy admitted that he did not like fancy places either but specified that he was in a hurry since he was abducted by Bonham's political rival. Noticing that the senator knew whom he was talking about, the cowboy claimed that the men offered to pay him three times what Bonham was paying him for the blackmail video. Although the senator believed that Russell was going to turn on him, the cowboy tossed him a duffel bag containing the blackmail materials. Smirking, he warned the senator to learn a lesson from the situation, declaring that he should not use people so cheaply, especially a self-proclaimed professional like himself. As a result, Russell was paid later for completing the job and left D.C. with Don Girolamo.
