Das Wieder Erstehen Des Adlers Part 4, also called Chapter 8, is the ninth chapter of the Black Lagoon manga. It was originally released in November 2002.

Pulling Revy aside after she killed all the civilian sailors, Dutch asks her what she was doing. Revy coldly replies that she was just having fun and making another bloodbath like she always does. Not pleased with her answer, Dutch grabs her by the shirt and pins her against the wall, berating her for being an indiscriminate killer like Charles Whitman instead of a gunslinger for hire. He then tells her that she needs to be cool instead of letting her anger get in the way since he gets screwed over too. Holding their respective firearms, Revy sternly asks Dutch if he is trying to lecture her on morality like Rock did, and Dutch merely responds that she should not forget that he signs her paychecks. Suddenly, the two turn their guns onto the nearby neo-Nazis, with Revy remarking that she thought Dutch was really going to kill her.

Pushing aside his grievance, Dutch orders her to help him find the ship's commander. In his office on the phone with Alfred, Rachmann assures Alfred that his men are carefully fighting off the ship's attackers, but Alfred calmly critiques him for his assurance since it shows lack of confidence in his work. When Rachmann apologizes, Alfred responds that he did not want an apology, reminding him that he only wants the painting. As they walk in the ship's halls, Dutch asks Revy if she is now calm since she gets "Whitman Fever" whenever someone new joins the Lagoon Company, reminding her that she initially had the same tension with Benny. He then asks her what Rock said to anger her, but Revy replies that they should mind each other's affairs. Agreeing to talk later, Dutch orders her to check the starboard cabins while he checks the boat's portside.

When they separate, Blitz Stanford appears and introduces himself as the captain of the Aryan Socialist Union's storm unit. Pulling out his Luger pistol, he speaks about the gun's physical appearance and features, telling Revy that she should cower before him and be speechless in front of such a weapon. Unconcerned, Revy simply reloads her pistol and shoots him in the chest, asking him if he is trying to preach to her. Squatting down and pointing her gun at him, Revy smilingly tells him that guns are only good for shooting and aiming, telling him to say hello to the Führer as she shoots him in the head. Hearing the gunshot over the phone, Alfred in expected disappointment concludes that Rachmann has been defeated. Entering the office, Dutch mockingly greets Rachmann and tells him that he can finish his phone call. As Rachmann freezes, Alfred orders him to put Dutch on the phone.

Putting Rachmann's phone on speaker, Dutch tells Alfred that his men were useless, with Alfred agreeing and apologizing for putting on such an easy battle. Dutch tells him that he has two questions, one about the contents of the painting and one about Alfred being the client of the Lagoon Company. Answering the 2nd question, Alfred confirms that he was the contact from Madrid, adding that he had desired the confrontation between Dutch and Rachmann from the beginning to test Rachmann's capabilities. For the first question, Alfred reminisces about being an officer of the SS who agreed with Reinhard Heydrich to implement the Final Solution back in Wannsee. He then says that the Nazis began to gather capital to continue their cause realizing that the Nazis would lose and Lebensraum was lost due to the Allied offensive. Finishing that there were four paintings containing account numbers and that the final list of capital accounts is in the painting, Alfred thanks Dutch and insults his race.

Dutch sternly jokes that he can just throw the painting into the sea, but Alfred responds that it is fine with him since he merely wanted to prevent others from finding it. Irritated with Alfred, Dutch tells him that he can continue talking with Rachmann, but the elderly Nazi says that Rachmann has no use to him anymore, infuriating the neo-Nazi. Alfred tells Rachmann that he was given better resources to combat the Lagoon Company and yet could not defeat the pirates. Commending Dutch for his victory again, Alfred declares that he would give Dutch an Iron Cross if he was born white, but Dutch retorts that he only wants the money. Saying that he hates hypocrisy, Alfred bids goodbye by wishing death on the world's "inferior races" and Dutch in turn tells Alfred to go to hell.

Knocking on the door, Revy enters and sees that the commander is still alive, giving him her pistol and telling Dutch that she bets on "black" as does Dutch. Holding the Cutlass to his head, the terrified Rachmann glares at the two pirates and instead points the pistol at Dutch only to find out that there are no bullets in it. Moving her head back in laughter, Revy proclaims that she thought Rachmann would have the courage to end his own life, but she agrees with Dutch that they need to finish the job, so they casually shoot him dead. Carrying the painting, Dutch says that he does not want to have Revy cause any more trouble, and she calmly answers that she feels bad vibes with Rock. As Dutch fires a flare into the air to signal to Benny to pick them up, Revy confides to Dutch that she cannot work with Rock due to his different sense of the world.
