Judway (ジャドウェイ Jadowei) is a CIA agent who assisted Richard Ravencroft.

Judway is an older Caucasian man with pale skin and short, receding ash blond hair. He wears a slate blue suit, a white dress shirt, and a grayish teal necktie.

After the U.S. National Security Agency used Grey Fox to interfere in Venezuelan politics without the CIA's knowledge, the CIA found out that the NSA was going to interfere in the CIA's territory in Southeast Asia. Once Agents Blend and Sugar photographed Shane Caxton and Raymond McDougal boarding a plane at a Filipino airport, they sent the photograph to the CIA headquarters. There, Judway showed the photo to Richard Ravencroft, telling the latter that the CIA could not let the NSA step into their territory once again. When he added that the NSA's executive unit's last acquired location was in Manila, Ravencroft pondered upon the situation and concluded to him that they needed to avoid direct warfare between the intelligence agencies and figure out the NSA's objective.
